U.S. Manufacturing Resurgence Boosts Opportunities for Infrastructure Development

U.S. reshoring plans are moving from policy and announcements to construction. Companies have announced $1.76 trillion in U.S. manufacturing investment since January 2025, with the pipeline growing by 24% since our March 2026 update, led by consumer electronics, semiconductors, and pharmaceuticals.1 Of that, 181 new or expanded sites are already in the project pipeline, representing at least $433 billion across 39 states.2

In our view, the buildout is still early. As the remaining $1 trillion+ in commitments advances, we expect growing demand across the infrastructure development value chain, including engineering and construction firms, materials and equipment suppliers, and industrial transportation providers.3 Manufacturing sentiment has also improved, with the ISM Manufacturing Purchasing Managers’ Index (PMI) reaching 55.6 in July 2026, its highest level since June 2022, which could encourage further investment in the years ahead.4

Key Takeaways

  • Between January 2025 and mid-September 2026, companies announced $1.761 trillion in investments towards building out U.S. production capacity – led by electronics, semiconductors, and pharmaceuticals.5

  • The planned spending has yielded 181 new or expanded production sites across all development stages of the project pipeline, totaling at least $430 billion in investments.6

  • Expanding U.S. manufacturing will likely create significant opportunities for U.S. infrastructure developers throughout the country, with many large production sites requiring significant materials, labor, and power.

Reindustrialization Is Moving from Policy to Production

For decades, globalization shifted manufacturing capacity offshore, leaving the U.S. increasingly reliant on foreign supply chains for critical goods. That equation is now changing. Supply chain vulnerabilities, strategic competition, and a shift toward more interventionist industrial and trade policies are pushing companies to increasingly consider bolstering U.S. production capacity. Government incentives for strategic industries, alongside changing trade priorities, have further strengthened the case for investing in U.S. manufacturing.

The evidence is already visible in industrial data. For example, the ISM Manufacturing PMI reached 55.6 in July 2026, its highest level since June 2022.7 Capital equipment orders have risen 15% since January 2025, while U.S. industrial output is projected to increase 5.2% between January 2025 and December 2027.8,9

We believe this trend marks an important inflection point for the U.S. industrial economy. As announced manufacturing investments translate into production capacity and supporting infrastructure, they could help reinforce industrial activity and encourage further domestic investment. This creates the potential for a self-reinforcing cycle of manufacturing expansion.

$1.76 Trillion in Commitments Anchor the U.S. Industrial Buildout

Our analysis indicates that $1.76 trillion in new manufacturing investments were announced across the United States by 144 companies between January 2025 and mid-September 2026.10 This represents a 24% increase in announced investment since our last update in March 2026.11,12

The investment mix continues to favor industries central to the next generation of technology. Consumer electronics and solutions continue to maintain the largest share of announced commitments, led by Apple’s $600 billion U.S. investment commitment over four years.13 The plan includes expanding Corning’s Kentucky facility to produce cover glass for every iPhone and Apple Watch sold worldwide, building out domestic production of advanced silicon wafers through GlobalWafers America in Texas, and expanding U.S. chip manufacturing and packaging capabilities.14

Semiconductor and electronics manufacturers account for another 23% of announced investments, with just over $400 billion in announced manufacturing investments over the past 21 months, reinforcing the country’s efforts to rebuild critical parts of the semiconductor supply chain.15 Policy initiatives like the CHIPS and Science Act have been key enabling catalysts for this sector over the years. TSMC currently holds the largest planned investment, announcing $200 billion in new spending since 2025 for the ongoing buildout of the company’s first U.S-based production site in Phoenix, which could ultimately scale to ten semiconductor fabrication facilities.16

The pharmaceuticals industry follows behind semiconductor producers with 21% of the total announcements, equivalent to just over $380.8 billion in planned spending. Pfizer, Roche, AstraZeneca, Eli Lilly, and Bristol Meyers Squibb lead in announcements, which span both research and distribution (R&D) and manufacturing.17 The ongoing wave of spending on manufacturing throughout the industry is facilitated by multiple tailwinds, including rising demand for new therapeutic platforms as well as shifting tariffs on imported drugs.18

261028-manufacturing resurgence 1

Capital Is Flowing into Construction

As of October 2026, our analysis finds that 82% of the companies have moved forward from announced investments into at least one new or expanded manufacturing site. Of the 181 sites identified, 62 are in the planning and pre-construction stages, 86 are under construction, and 25 are completed. While some of these projects do not include specific investment numbers, the current project pipeline represents at least $432.9 billion in investment, showing that a substantial share of announced commitments is already beginning to translate into physical development.19

Additionally, more than $1 trillion in announced manufacturing commitments remains outside the project pipeline, leaving significant potential for further development projects as companies advance their plans.20 As investments and projects progress, demand can extend beyond factory construction to engineering services, equipment, materials, power, and supporting infrastructure.

Even with the buildout in the early stages, the pipeline is already geographically dispersed. Currently, 39 states are slated to be the home of at least one of these new construction projects.21 The widespread nature of manufacturing investments supports the long-term viability of the manufacturing buildout, depicting how it goes beyond any one region. Additionally, it also helps boost the durability of U.S. manufacturing investment by mitigating against the potential risk of construction delays from future state-level policy shifts, power availability, and a disjointed permitting landscape.

The planning and construction pipeline also depicts the breadth of industries that are involved in the U.S. manufacturing resurgence. For example, South Carolina and North Carolina have the second and third-largest pipelines, respectively, spanning across numerous industries such as pharmaceuticals, aerospace and defense, electrical products, paper and packaging, basic materials, food and beverage, and motor vehicles.22

Industrial Capital Expenditures (CapEx) Booststhe Infrastructure Development Value Chain

Building manufacturing facilities requires significant resources, materials, and labor, creating new opportunities for construction materials and equipment providers, industrial transport services, and engineering, procurement, and construction (EPC) companies. Engineering, design, building, and construction costs alone can account for as much as half of total CapEx depending upon the industry.23

Additionally, large industrial projects often require supporting infrastructure development, including power grids, road networks, rail networks, and storage facilities.24 For example, TSMC is constructing a gas plant, a solar facility, an extensive road and parking network, and packaging facilities alongside ten semiconductor fabrication plants at their U.S. manufacturing hub in Phoenix, Arizona.25 Such development of supportive infrastructure networks can account for another 15% of total investment costs at new manufacturing sites.26

261028-manufacturing resurgence 2

The buildout is already translating into growth for companies throughout the U.S. infrastructure development value chain. For example, Emerson Electric, an industrial automation services provider, highlights reshoring investments into the life sciences, semiconductor, and aerospace and defense industries as a primary future growth vertical.27 Quanta Services, an electrical and infrastructure services provider, noted during the company’s Q2 2026 earnings call that involvement in a diverse range of manufacturing projects, including the battery and medical industries, was a key factor in revising guidance.28 John Deere also increased its 2026 sales guidance, driven by positive order trends in its construction division from data center, manufacturing, and other large infrastructure developments.29

Construction backlogs also provide clarity on how the manufacturing resurgence is creating opportunity. The backlog for heavy industrial construction reached 8.1 months in September 2026, up from 7.6 months in September 2025.30 Jacobs Engineering reported a backlog of $28.9 billion for Q3 2026, up 27.3% year-over-year, with management noting diversified revenue growth including from the life sciences and advanced manufacturing end market.31

Conclusion: The U.S. Manufacturing Buildout Is Just Getting Started

Shifting trade policies, supply-chain vulnerabilities, and government incentives are accelerating efforts to rebuild U.S. manufacturing capacity. That trend is likely to be further accelerated by rebounding industrial activity. With $1.76 trillion in announced commitments and much of that investment yet to translate into construction, we believe the buildout could generate sustained demand across the infrastructure value chain, spanning construction, equipment, materials, and supporting infrastructure.32,33
